And sure, one can argue, as Michael Levi convincingly <a href=\"http:\/\/blogs.cfr.org\/levi\/2011\/11\/11\/can-the-keystone-xl-coalition-stop-climate-change\/\" target=\"_blank\">does<\/a>, &#8220;that the tactics and coalitions that have been deployed to block the pipeline are ill designed to making major progress on climate change.&#8221; But I contend that he and <a href=\"http:\/\/rogerpielkejr.blogspot.com\/2011\/11\/dreams-not-nightmares.html\" target=\"_blank\">others<\/a> are missing the larger significance of what&#8217;s happened.<\/p>\n<p>
